The International Conference on Civil Servants’ Performance Appraisal was held in Issyk-Kul,
Kyrgyz Republic on August 25-26, 2015. The conference was organized by the Regional hub of Civil Service in Astana with support of the State Personnel Service of the Kyrgyz Republic and the Academy of Public Administration under the President of the Kyrgyz Republic.
The objective of the Conference is to provide an opportunity to exchange experience, discuss the modern trends and practices, and increase knowledge on performance evaluation issues of civil servants among the countries participating in the Regional Hub of Civil Service in Astana (ACSH).
Mr. Oleg Tarbinski, Deputy Director of the State Personnel Service of the Kyrgyz Republic Official and Mr. Almazbek Nasyrov, Rector of the Academy of Public Administration Official of the Kyrgyz Republic presented performance appraisal tools used in the Kyrgyz Republic, whereas such experts as Ms. Ulle Purga, an International Expert, Consultant in Public Administration and Public Policy, Mrs. Saltanat Liebert, Ph.D. Associate Professor L. Douglas Wilder School of Government & Public Affairs Virginia Commonwealth University and Mr. Edwin Lau, Division Head, Reform of the Public Sector OECD showcased the latest trends in Estonia, the USA and OECD countries at the first day of the Conference.
Hub participating countries such as Azerbaijan, Ukraine, Moldova and Kazakhstan shared their experiences at the second day of the event.
Thus, the Conference served as an International platform for discussion of the different aspects of performance evaluation of civil servants: positive/negative evaluation and motivation schemes, modern trends, challenges and solutions, country case studies etc, which shed the light to success stories and facilitated to experience exchange and knowledge transfer.
