Case Studies of the Innovative Solutions Scheme Winners Published

The Regional Hub of Civil Service in Astana released the case studies, prepared within the Innovation Solutions Scheme.
In his work, Colin Knox, Professor of the Graduate School of Public Policy, Nazarbayev University, suggests the application of a "quality of life model" in public services delivery in the Hub’s participating countries. To demonstrate the use of this approach in practice, the researcher selected three countries of the region - Azerbaijan, Georgia and Kazakhstan. The main advantage of this approach, as the author notes, is the opportunity to share experiences and determine the best strategies and practices for improving the quality of life of citizens of the Hub’s participating countries.

Another case study is devoted to the development of the human resources management system in civil service, which is one of the directions of administrative reform in Kazakhstan. Saule Aliyeva, an expert of the State Body Efficiency Evaluation Center under Economic Research Institute of the Ministry of National Economy of the Republic of Kazakhstan, considers in this work the assessment system of HR management performance in government bodies. This research gives an overview of the criteria and indicators of the effectiveness of personnel management, the impact of the assessment on public administration, prospects for the development of performance evaluation. The author also analyzes the mechanisms for implementing an automated personnel accounting system, designed not only to reduce internal workflow, but also to provide guidance to government agencies with tools for the internal processes monitoring.

The case study on the regulatory impact assessment in Kazakhstan and world practice was prepared by a group of authors - Saltanat Akhmetzhanova, Aliya Mukhamedzhanova and Karina Ten. Kazakhstani researchers provide an analysis of the effective tools for improving the quality of regulatory decisions in the world practice, such as regulatory impact assessment, public consultations and ex-post evaluation, and offer recommendations in the application of these instruments in Kazakhstan.

In 2015, the Regional Hub of Civil Service in Astana launched the Innovative Solutions Scheme aimed at supporting initiatives to modernize the public administration, to improve public service delivery, and to encourage innovation and creativity in public institutions. The Scheme was elaborated as a tool to identify and assist in replicating the most successful innovative solutions in public administration and disseminate this knowledge among participating countries of the Hub.
