The Regional Hub of Civil Service in Astana is pleased to conclude the first Innovative Solutions Scheme held in 2015. As a result of evaluation by the International selection panel that included representatives of the Hub’s participating countries in the region and partners, the following bidders have been identified as winners:

1.      National Anticorruption Centre (Moldova)

Project: Integrity Testing Mechanism of Civil Servants

2.      Colin Knox, Professor of Ulster University (the United Kingdom)

Project: Quality of Life Framework for Public Services in education

3.      Saltanat Akhmetzhanova, Director of Centre of Scientific Economic Expertise, JSC “Economic Research Institute”, Ministry of National Economy (Kazakhstan)

Project: Improving the process of preparing professionally competent personnel for public administration through the development and implementation in the educational process of the new discipline of "Evaluation of socio-economic impact of normative legal acts”.

Call for Applications was launched on 11 September 2015. Overall, 21 applications were received – 12 applications focusing on Enhancement of Service Delivery in Public Education and 9 applications focusing on Innovative Methods of Protecting Meritocratic Principles in Selection and Promotion Processes of Civil Servants.

The winners of the Scheme will receive funding to cover the costs of preparation of a case study, of a manual for potential replication of solutions by other countries and presentation of them at the Hub’s events.

The Innovative Solutions Scheme will be conducted every year in various thematic sub-categories in civil service and public service delivery.  Follow our news and announcements on the websites of the Regional Hub of Civil Service in Astana and UNDP Kazakhstan, as well as in social media.

The Scheme is aimed at supporting initiatives for public administration modernization, public and civil service improvement, and encouraging innovation and creativity in public institutions.

The Scheme functions as a multistage mechanism, which aims to:

1.      identify successful innovative solutions in public administration and the civil service;

2.      facilitate deeper understanding by the Hub participating countries of the identified innovative solutions by supporting preparation of case studies and manuals with mechanism for potential replication and their dissemination;

3.      support replication of these solutions in other countries on demand.
