China Noted the Importance of the Regional Hub in Astana as an International Center for the Development of Civil Service

The two-day seminar, under the auspices of the BRICS, on governance themed on "Openness, Inclusiveness, Mutual Benefits and Win-Win: Working Together to Build a Community of Shared Future for Mankind," was held in Quanzhou, China. This event has brought together more than 100 representatives of governments and experts from 13 countries. During the seminar, a Memorandum between The Regional Hub of Civil Service in Astana and the Chinese Academy of Governance was signed.

The seminar was held with the aim of providing intellectual support for the overall development of countries and increasing their cooperation. The Chairman of the Steering Committee of the Regional Hub of Civil Service Alikhan Baimenov gave a speech at the opening ceremony. He noted that "the present stage of civilization, characterized by increased interaction and interdependence, raises to the new level the question of shared responsibility for the future of mankind, and the intensification of global and regional cooperation is essential to ensure inclusive growth". "Any innovation, whatever part of the world it was created in, is the common heritage and should serve the interests of development and peace. The idea of an open, innovative and comprehensive development for all is also reflected in the sustainable development goals of the UN," - said the Chairman of the steering Committee. In his opinion, the progress in the implementation of the concept of a global community with a common destiny and goals of development, depends largely on the effectiveness of governance institutions.

"Exchange of experience on the “peer to peer” principle, joint research and partnerships development will contribute to the efforts of governments in improving the efficiency of public administration. For this reason, the Government of Kazakhstan together with UNDP, have initiated the establishment of the Regional Hub in Astana", - highlighted Alikhan Baymenov. Currently, there are 38 participating countries in the Hub, including North America countries, EU, CIS, Caucasus and ASEAN. China is one of the founders and active participants of the Hub.

In the framework of the seminar, a Memorandum on cooperation between the Hub and one of the largest educational and research institutes of public administration in the world – the Chinese Academy of Governance was signed, which marked the beginning of a new stage of cooperation between two organizations.

Executive Vice-President of the Academy (Minister) Ma Jiantang expressed interest of the Academy to further deepening and expanding partnerships with the Astana Hub.

Alikhan Baimenov presented the Academy with a special issue of the periodical of the Hub – an International Journal of Civil Service Reform and Practice devoted to the issues of administrative reforms in China. The parties, noting the effectiveness of joint activities, discussed the prospects of their implementation, including capacity building of civil servants, scientific research, exchange of scientific publications and research results.

The seminar on governance was timed to coincide with the 9th meeting of the leaders of the BRICS countries (Brazil, Russia, India, China, South Africa) to be held in September in Xiamen.
